With 30 years of community and economic development, Cinda Kelley began Kelley and Associates, LLC to concentrated on entrepreneurial and small business concerns.
Cinda has been recognized for her work with large and small corporations over her career working with Indiana communities to attract and retain business. While known for her work attracting national and international companies to Indiana, her passion remains in helping entrepreneurs vet their ideas and grow their passions into businesses. Cinda brings her breadth of knowledge and depth of relationships to all of her projects.
Luke Stephenson, a local businessman and now retired elected official, joined Kelley and Associates in August, 2016 to help manage special projects within Central Indiana.

Cinda Kelley:

Certified Corporate Coach Cinda Kelley-Hutchings has spent her life as an entrepreneur having started her first business at the age of 12. She has spent her career working to improve the quality of life of children, families and communities through her work with non-profits. For the last 30 years, Cinda has focused her work on helping communities and businesses with strategic planning, coaching, grant-writing and fundraising efforts.
In addition to her work, Cinda believes strongly we all have a responsibility to engage in our communities. She has served on a number of local, regional and state councils and boards. Currently, Cinda serves on the Board of Directors for IU-West Hospital and as a Commissioner for Thriving Communities-Thriving State Initiative, as well as other efforts.
Cinda enjoys spending time with her husband, Bob, their combined 8 children and 6 grandchildren. In their leisure time, Cinda and Bob like to travel to Lake Erie enjoying quiet weekends of fishing and visiting the winery with family and friends.
Luke Stephenson:
Associate
Luke Stephenson is the owner of Hendricks County Learning Academy (HCLA) a company he started at 19 years old and has grown to become the premier tutoring and academic assistance organization in Hendricks County, Indiana. Luke also served as Indiana’s youngest elected official serving as on the Danville Community School Corporation Board of Trustees, and retiring from it in December of 2016
Furthermore, Luke is passionate about youth and helping young people reach their greatest potential while also allowing them opportunities to fail in a way that will be a learning experience rather than a harmful one. Luke also works within Hendricks County and Central Indiana in terms of talent attraction in retention, after young people have gone off and gotten valuable skills Luke would like to see them return to the area and push Central Indiana forward.
In August Luke started working with Kelley and Associates as a way to further some of his goals. With a focus on small business and community development Luke saw Kelley and Associates as the perfect partner to focus on talent attraction and retention. Since starting Luke has worked on the National Transportation Center project and the Plainfield Economic Improvement District project, two great ways to bring talent to Central Indiana.
Jennifer Turner:
Administrative Assistant
Jennifer Turner holds a Bachelor’s Degree in Public Affairs from Indiana University’s School of Public and Environmental Affairs (SPEA) and a Paralegal Degree from Vincennes University. Additionally, she was a participant in the highly acclaimed Ball State Economic Development Course in 2015. She has spent her career both in the public and private sectors, as well as with a non-profit organization.
Early on in her career, she served as an intern for the House Floor Majority Leader, then was selected as a fellow to Governor Evan Bayh. She also has several years of experience in human resources, specifically, job analysis and compensation, where she developed a passion for connecting people’s skills and talents with job opportunities. Jennifer has also served on numerous boards in the area, including the Avon Parks, Recreation and Beautification Council and the Avon Heritage Festival Board. Currently, she is an Instructional Assistant at Avon Middle School South in the Special Education department. She says that “this job is both demanding and rewarding - building relationships with students and being an integral part of their academic success brings me great joy.”
Jennifer is a 22-year resident of Avon, Indiana. She and her husband, Marcus, have 3 children. Katie, their oldest child, attends Ball State University where she is pursuing a degree in Nursing. Kevin and Kelly attend Avon Community Schools. When not engaged in their kids’ activities, Jennifer and Marcus enjoy spending time with family and friends and traveling when they can.
